About QEIA ...

SB1133 established the Quality Education Investment Act (QEIA) of 2006 for the purpose of implementing the Prop 98 settlement agreement between CTA, et al. v. Schwarzenegger, et al. SB1133 will provide $3 billion over the next seven years to 488 low performing schools in California. These schools, ranked in the lowest two deciles by the state's 2005 Academic Performance Index, have high percentages of low-income, minority and English learners.

QEIA schools will receive $500 for each K-3 pupil, $900 for each student in grades 4-8, and $1000 for each student in grades 9-12. For the 2007-2008 year, schools will receive two-thirds of this amount to assist them in planning and preparing for implementation in 2008-09. QEIA funds will assist schools in closing the achievement gap by reducing class size, improving teacher and principal training, and adding counselors to high schools.

The Kern High School District has six school that applied for and were awarded QEIA funding. Those six schools are:

The QEIA MOU language functions like contract language and is grievable like contract language. It affects all six QEIA schools. Below is a list of the QEIA MOU Key Points

* constitutes state law. These are now grievable under our grievance process, but may be enforced using other legal avenues as well.

Site Council


1. *The school’s Single Plan for Student Achievement shall be prepared in accordance with law,
that school site councils have developed and approved a plan, to be known as the Single Plan for
Student Achievement.


2. *The Single Plan for Student Achievement shall be aligned with school goals for improving
student achievement. School goals shall be based upon an analysis of verifiable state data.

3. *The Single Plan for Student Achievement shall, at a minimum, address how categorical funds
provided to the school will be used to improve the academic performance of all students to the
level of the performance goals, as established by the Academic Performance Index.

4. *The Single Plan for Student Achievement shall also identify the schools' means of evaluating
progress toward accomplishing those goals and how state and federal law governing these
programs will be implemented.

5. *The Single Plan for Student Achievement shall be reviewed annually and updated, including
proposed expenditure of funds allocated to the school through the consolidated application, by
the school site council.

6. *The Single School Plan for Student Achievement shall focus on instructional improvement and
on improving instructional conditions.

7. *The School Site Council shall develop a comprehensive professional development plan and
incorporate that plan in the Single School Plan for Student Achievement.

Professional Development

1. *Each funded school shall ensure that each teacher in a subject‐specific classroom or teaching
covered subjects participates in professional development that is made available by the district
or the school site councils.

2. *A comprehensive professional development plan must be developed in a collaborative process
with interested parties and must be articulated in an improvement plan. At a minimum,
appropriate professional development for the site shall be part of a coherent plan that
combines school activities within the school, including, but not limited to, lesson study or coteaching,
and external learning opportunities.

3. Academic coaches are experienced classroom teachers who have a demonstrated history of
exemplary teaching and who are effective communicators.

a. An academic coach shall have achieved permanent status in the District and shall have at least four years of teaching experience.

b. An academic coach shall not evaluate or provide information that is used in the
performance evaluation of the teacher to whom assistance was provided.

c. Initial and subsequent classroom visitations by academic coaches shall be at the request
of the teacher.

d. Each school shall provide office space, equipment, and technology resources for use by
academic coaches who do not have an assigned classroom.

Compensation


1. Teachers are to be paid, at their hourly rate, for QEIA related activities completed outside the
school day, which include professional development and meetings association with the
planning, monitoring or implementation of QEIA. This provision is retroactive to August 18th,
2008.

2. Academic coaches shall be paid, at their hourly rate, for QEIA related activities completed

Miscellaneous

1. Traveling teachers must have access to appropriate equipment in order to transport necessary
teaching supplies between locations as well as a central location equipped with desks, filing
cabinets, and technology resources.

2. Classroom teachers shall not have an “unassigned” period during the student day except by
mutual consent.

QEIA News

QEIA Allocations

This is the first year that districts will be required to allocate QEIA funding directly to your school site.  Your School Site Council can spend these monies on any purpose that is identified in your Single Plan for Student Achievement (SPSA) as you meet the requirements of QEIA.  The 2008-09 first payment (80%) will be paid on August 4, 2008.  The California Department of Education (CDE) has posted the list of schools, the fiscal award for 2008, and the amount of the first payment at:  http://www.cde.ca.gov/fg/aa/ca/documents/qeia08schlevrecips.xls

 

Expenditure Reports Due

August 31, 2008 is the deadline for QEIA schools to submit their end-of-year expenditure report on how last year’s funds were spent.  The expenditure report can be obtained at:  http://www.cde.ca.gov/ta/lp/qe/documents/QEIA07exprpt.xls
